What is TELEC certification?


The Japanese Radio Law requires type approval (certification of technical regulatory compliance) for specified radio equipment. TELEC certification is mandatory, certification body for MIC in the specified range of radio equipment accreditation registration authority TELEC (Telecom Engineering Center) is the main registration certification authority of radio equipment compliance certification in Japan, TELEC is also called MIC certification in Japan, TELEC is one of the certification organs designated by MIC, so it is collectively referred to as TELEC certification.

Test standards

The technical standards for TELEC certification refer to the classification and technical standards for specified radio equipment listed in the Technical Regulatory Compliance Certification System on TeleC’s website. It is important to note that in the event of differences between these technical standards and the technical requirements of the Radio Regulatory Commission Rules No.18, the Radio Regulations shall prevail.

 
Certification type

TELEC Certification includes Test Certification and Type Certification. Test certification is for each device unit verification, the certification is only valid for each verified device unit;

Type certification refers to the validation of a sample of a batch of equipment of the same design and manufacture. The certification is valid for the batch of equipment, but if the design or manufacture of the equipment changes, the equipment will need to be re-certified.

It is worth noting that the use of non-low-power radio stations and their terminal equipment requires a license from MIC. In addition, there are two kinds of compliance certification for telecommunication terminal equipment:

For ordinary telephone devices, as long as the telecommunications industry Act requirements of JATE certification;

For wireless terminal equipment, in addition to JATE authentication as required by the Telecommunications Enterprise Law, TELEC authentication as required by the Radio Law is also required.

TELEC authentication of WIFI and Bluetooth products

TELEC is a compulsory certification for wireless products in Japan, similar to the domestic SRRC certification. It follows the radio wave law of Japan, and the specific test specifications are in accordance with MIC (Japanese Ministry of General Affairs and Communications) Notice No.88. WiFi and Bluetooth products are tested differently from European and American standards.

Among them, 2.4GHz WiFi products (802.11b/g, 2412-2472 MHz) and Bluetooth products use the MIC Notice No.88 Annex43. However, for 2.4GHz WiFi products, Channel 14 (Channel 14: 2471-2497MHz) requires separate Annex44 for testing and reporting, and the corresponding fee also needs to be increased.

For 5GHz WiFi products (802.11a, 5180~5320MHz, W52 Band and W53 Band), the Annex45 test standard is followed, but it should be noted that the data shows that MIC will modify Annex45 in the near future. Annex45 for 5.6GHz devices (Band W56) and stricter DFS testing requirements for the Band 56 band.
